    I am standing right where this quest tells me a mob is meant to spawn that will drop the artifact but there is no mob spawning. I have killed all the adds in the area multiple times but none have dropped it. This is getting frustrating!

      I had the same problem, the group I killed and it is on the picture above was lucky for me. If you have problems like this try to kill some mobs at the edge of the perimeter. Sometimes they are not always within the marked area.
