Although the quest markings can send you to a nearby Bounty Board, Victor Lazarin can be found in new level 50 zone Blighthaven. One of the ways to reach this location is to speak with Lilly Startaker and let her take you to Grimvault.

From there take a taxi to Western Grimvault.

In northeastern part of The Western Grimvault is the new passage that leads to Blighthaven.
