I arrived at this location, only to find an empty site. While standing there, construction on the location began and then, five minutes later, it suddenly stopped, leaving me with an empty site once more, and no quest.
The game is too new to find an online resource to explain why this happens. Guess I’ll try again later. Cest la vie.
It is because only players with settler path can build this place. Find some settler and force him to do his job! Settlers can build up places like this, where you can accept quests just like this one.
